Guidelines
Lannister Holdings provides a streamlined service designed to assist customers in managing their Penalty Charge Notices (PCNs). We facilitate the payment of a customer's PCN at the discounted rate, ensuring that the fine is settled promptly. In return, a service fee is applied, either £30 or £15, depending on the specific PCN.
Our service offers significant value by enabling customers to save both time and money. The fee charged by Lannister Holdings is always less than the total fine, providing cost-effective assistance. Additionally, we offer a 28-day repayment window, allowing customers ample time to reimburse us for the payment made on their behalf.
Every PCN we cover offers a 50% discount if paid within the first 14 days. To ensure eligibility for the discounted rate, customers must ensure that Lannister Holdings receives the relevant PCN within that discount period. This enables our service to delivers both financial savings and convenience to our clients.

Higher & Lower Level Parking PCNs
In London, Penalty Charge Notices (PCNs) for parking violations are classed as serious (High Level) or less serious (Low Level) offences. In each category (High & Low Level) there are two Bands, Band A and Band B.
Banding areas:
Band A areas which include Central London and areas with higher parking/congestion pressures, are where the higher penalties apply. Band B areas are typically located in outer London areas with less significant parking pressures.
Example of contraventions:
Higher Level Fines: Parking causing an obstruction, parking in a restricted street during prescribed hours, parking in a resident permit bay without displaying a permit.
Lower Level Fines: Overstaying in a pay and display bay, parking with wheels outside the bay markings.
(MTC) Moving Traffic Contravention
A moving traffic contravention occurs when a driver violates a traffic restriction.
What constitutes a Moving Traffic Contravention (MTC)?
-Banned turns: Turning left or right when prohibited by traffic signs or road markings.
-Entering Yellow Box Junctions: Entering a yellow box junction when the exit is not clear or when the vehicle has to stop due to the presence of stationary vehicles.
-Driving in Bus Lanes: Driving in a bus lane when not permitted.
-Failure to comply with traffic signs: Disobeying traffic signs indicating restrictions or prohibitions, such as “no entry” signs or signs indicating mandatory directions.
-Driving in pedestrian zones: Driving in areas designated as pedestrian zones when not permitted.
-Failing to give way: Failing to give way to oncoming vehicles or pedestrians.
Red Routes
Red Routes exist to reduce congestion and ensure crucial deliveries and journeys can be made safely to keep the city moving. If you do not follow the signs and road markings, you may be issued with a PCN.
Loading Bays
Loading bays are specifically designed for the transfer of goods to or from a vehicle, and parking in them for extended periods or without loading/ unloading is generally prohibited. If a Civil Enforcement Officer (CEO), observes a vehicle parked in a loading bay without any sign of loading or unloading activity, a PCN may be issued. There is a 20 minute time limit for stopping at a shared loading bay, although you should check for any relevant information (signs, time limits, restrictions) before parking in a loading bay.
School Street
A School Street is a road near a school that is temporarily closed to motor traffic during the start and end of the school day. School Street schemes are enforced using vehicle registration mark cameras (ANPR). Entering a School Street during restricted hours without an exemption will result in a Penalty Charge Notice (PCN).
Private Land PCN
A Parking Charge Notice or private parking ticket is issued by a landowner or parking company for breaching parking rules on private land, such as a supermarket car park, therefore is not a fine as such, rather an invoice enforceable under contract law. They are issued due to a breach of contract, potentially leading to County Court proceedings if they remain unpaid.
The difference between Council and Private PCNs:
Local authorities issue PCNs on public land, while private PCNs are issued by private companies on private land. Council PCNs are official fines, while private PCNs are more like invoices. You have a legal obligation to pay Council issued PCNs, Private PCNs are enforced under contract law, therefore you are not legally obliged to pay a private PCN unless ordered to do so by a court. We would advise that legal advice is obtained by anyone who decides to not pay a private PCN, as legal, enforcement and other associated costs could escalate.
Congestion/ ULEZ charge
The Congestion Charge is a daily charge if you drive within the Congestion Charge Zone 7:00-18:00 Monday-Friday and 12:00-1800 Sat-Sun and bank holidays. If you have not paid the daily charge by midnight on the third charging day the registered keeper of the vehicle will be issued with a PCN.
If your vehicle does not meet the Ultra Low Emission Zone (ULEZ) criteria, you must pay a charge. If you have not paid the daily charge by midnight on the third charging day the registered keeper of the vehicle will be issued with a PCN.
Blackwall/ Silvertown Tunnel
From 7th April 2025, drivers will need to pay a charge to drive through the Blackwall or Silvertown tunnels. Charges will apply for each crossing, in both directions, for both tunnels during charging hours. A peak charge will apply during the busiest times (06:00-10:00 northbound and 16:00-19:00 southbound weekdays). An off-peak charge will apply at all other times and during the whole weekend. There will be no charge to use the tunnels overnight from 22:00 to 06:00.
For failing to pay the Blackwall/ Silvertown tunnel charges, you risk a Penalty Charge Notice, with only one PCN issued per day, irrespective of the number of unpaid crossings.
